Opening Remarks Speakers
Dr. LIAO Sau Tung, Sarah, JP is Secretary for the Environment, Transport and Works of the Hong Kong Special Administrative Region Government. Under the recently launched ¡§Action Blue Sky¡¨ as well as the strategy and specific measures to flight pollution outlined by Chief Executive¡¦s Policy Address, Dr. Liao had steered the environmental policy based on polluter pays principle. These policies included raising community awareness, introduction of legislative tools and implementation of market incentatives.

Dr. LEUNG Priscilla is the Associate Dean of School of Law in City University of Hong Kong and has been involved with numerous community services. Dr. Leung is the Chairperson of Green Council since its establishment in 2000.
   
Congress Speakers (in alphabetical order)  
Mr. AFSHAR Peter is Technical Manager of Glory Team Industrial Co. Ltd. (GTI). Mr. Afshar holds an international patent relating to GTI's process design and has played an instrumental role obtaining the related bio-related standards that entitled GTI to be the first HK Company registered with HK EPD. Currently, he is the head of a joint HKUST/GTI research project working on a novel bio-based composite.
Mr. BOZOWSKY Evan is the Secretariat Manager of Global Ecolabelling Network and worked in the environmental labelling and management area for over twenty-three years. Mr. Bozowsky had played a lead role in managing and operating the Canadian Environmental ChoiceM Program. He has served as a Canadian representative and/or international expert regarding environmental labelling at ISO, United Nations and World Bank events.
Mr. CASE Scot is an internationally recognized expert on responsible sourcing with more than a dozen years of professional experience. As President of Responsible Sourcing Solutions, marketing director for the Green Electronics Council, and former Director of Procurement Strategies at the Center for a New American Dream, Scot helps large organizations integrate human health, environmental, and social considerations into their strategic planning, purchasing, and other critical business decisions.
Dr. CHAI John is Managing Director of Fook Tin Technologies Ltd., and a Member of Supervisory Boards of its subdiaries Terraillon SAS (France) Scaime SAS (France) and Arpege Master K SAS (France). As a qualified medical health care professional, he has also been awarded fellowship to several professional organizations. Dr. Chai is also Professor Emeritus of Northwestern University, USA.
Mr. FAN Wai Ming, Raymond, Deputy Director of Environmental Protection Department. His portfolios include Waste Management Policy and Water Policy. Before this posting, he was in charge of port, maritime and logistics development in the Economic Development and Labour Bureau. Prior to that, he was the Director of the Hong Kong Economic and Trade Office in New York responsible for leading the development and expansion of Hong Kong's economic and business partnership throughout the eastern half of the United States.
Mr. DE LEEUW Bas is the Head of Strategy Unit, Division of Technology, Industry and Economics, Production and Consumption Branch, United Nations Environment Programme. His current responsibilities include supervising UNEP's work on a ten-year framework on sustainable consumption and production (the Marrakech process) and on developing policies and tools for governments, business and civil society to achieve tangible results in areas such as industrial development, emergency preparedness, sustainable lifestyles, human development through the market (including SCP in poverty reduction strategies) and resource and waste management. He represents UNEP in the Board of the UNEP/Wuppertal Institute Collaborating Centre on SCP, and is acting chair of the International Life Cycle Panel (ILCP).
Mr. HARADA Kazuyuki is the Deputy Director of Environment and Economy Division, Environmental Policy Bureau, Ministry of Environment, Japan. Mr. Harada was responsible for the establishment of evaluation criteria to purchase under Green Purchasing Law for public sector and promotion of the network of Green Purchasing.
Ms HO Wai Ping, Linda is Chief Executive Officer of Green Council, an environmental non-governmental organization (NGO) established in May 2000 with a mission of promoting environmental awareness amongst local communities through education and community participation programmes. Ms. Ho is the founder of both the Green Council and the internationally recognized Hong Kong Green Label Scheme.
Ms IM Hyun-Jung is Manager of Green Purchasing Support Team, Korea Eco-Products (KOECO), affiliated organization of Ministry of Environment, Republic of Korea, which is established to make their society a sustainable society by facilitating production and consumption of eco-products. Ms IM takes executive charge of promoting green purchase in public sector and industrial sector in Rep. of Korea.
LAM Yanta is a Professor of Design in The Hong Kong Polytechnic University. He is a Fellow of the UK Chartered Society of Designers (CSD), Hong Kong Designers Association (HKDA), and a member of the Bureau of European Designers Associations (BEDA). Lam is active in promoting design in Hong Kong and China and holds various positions such as: Honorary Advisor for the Museums of Hong Kong, Assessor of DesignSmart Funds for Hong Kong ITC, Senior Advisor of Guangdong Provincial Industrial Design Association and Advisor of Beijing Institute of Art and Design (PRC).
Mr. LEE Felix is Supplies Manager of The Hong Kong and China Gas Company Limited. Mr. Lee heads a team of 70 in the Supplies Department which purchases a range of products and services to a value of more than HK$4 billion and is also responsible for the logistic operations of the Company. In addition to HK business, also responsible for establishing the purchasing system, identifying the good quality suppliers and price negotiation for more than 40 Joint Ventures in China.
Mr. LI Lihua, General Manager of China Environmental United (Beijing) Certification Center Co. Ltd., State Environmental Protection Administration (SEPA), People¡¦s Republic of China. Mr. Li has over 20 years of experience on construction and manufacturing industries, as well as ecolabel certification. Since 2001 Mr. Li joined Fujian branch of Fangyuan Labeling Certification Center and currently worked in the China Environmental United (Beijing) Certification Center Co. Ltd
Mr. LIU Zunwen is Director of R&D Department, Environmental Development Centre, State Environmental Protection Administration (SEPA), People¡¦s Republic of China. Mr. Liu has worked in the field of Environmental Labeling for 13 years as the initiator of China Environmental Labeling with some works such as ¡§Environmental Labeling¡¨, ¡§Criteria of China Environmental Labeling Products¡¨, and ¡§Training courses on auditors of China Environmental Labeling¡¨. Mr. Liu also published more than 30 academic papers and compiled over 20 standards of environmental labeling products.
Mr. MAZHAR Muhammad Ilyas is the Project Associate of The Hong Kong Polytechnic University and with PhD in Manufacturing Engineering at the University of New South Wales, Sydney, Australia. Mr. Mazhar had worked as a Production Engineer, Engineering Lecturer and Consultant.
Mr. MIYAZAWA Yoshinori is General Manager of Environmental Strategy Planning, Trust-based Management Department, Seiko Epson Corporation, Japan. Mr. Miyazawa had joined Seiko Epson Corporation since 1975 and is responsible for had planning and promoting company-wide environmental policy and activities in the field of creating green products.
Ms MORTON Barbara is Manager of Sustainable Procurement Task Force of Department for Environment, Food and Rural Affair (DEFRA), UK. Ms Morton has worked in the field of sustainable procurement for over 15 years and has long-established networks of contacts throughout the UK and internationally. She is also the founder and co-ordinator of the Sustainable Supply Chain Forum ¡V a network of practitioners in procurement and supply chain management, sustainable development and corporate responsibility.
Prof. NAKAHARA Hideki is Council Member of International Green Purchasing Network; Chair of Green Purchasing Network, Japan. Nakahara is professor of Faculty of Environmental & Information Studies of Musashi Institute of Technology and also professor of graduated course of Musashi Institute of Technology (both in the Japan). Nakahara¡¦s current research is on subjective sustainable consumption & quality of life. He is Chairman of the Green Purchasing Network in Japan. Major publications are: ¡§ Wither Human Ecology (2004)", "Sharing the World (2000)", "Eco-label and Green Marketing (1998)"and so on. 'Nakahara also is the executive director of Academy of Environmental Management.
Mr. NOHRSTEDT Peter is responsible for the Swedish tool for ecological procurement (EKU) at the Swedish Environmental Management Council. As biologist, Mr. Nohrstedt worked as secretary for the Swedish Governmental Committee for Ecologically Sustainable Procurement and was responsible for developing EKU. Currently, Peter is also a member of the International Green Purchasing Network (IGPN) council.
Ms PETERSON Dana is Senior Advisor of Ministry of Environment, New Zealand and has been instrumental in developing their "Govt3" sustainable practise programme for government agencies. Her career in environmental management spans over 30 years, both inside and outside government.
Dr. YU Ning is the Former Chair of Global Ecolabelling Network (GEN), a non-profit association of ecolabelling organizations from around the World. Dr. Yu has extensive experience on pollution control R&D, technology transfers as well as environmental management and is the President of the Environment and Development Foundation and Project Director of the Green Mark ecolabelling program.

Prof. POON Chi Sun is Chairperson of the Organizing Committee of International Green Purchasing Congress 2006. Professor Poon works in Department of Civil and Structural Engineering of The Hong Kong Polytechnic University. He is also a Member of the Advisory Council on the Environment.
